Abstract
Speeches, questions, and other non-legislative activity plays a key role in the functioning of legislatures and the representation of citizens at the highest level of the state. This panel explores the drivers and effects of these behaviours, welcoming papers taking both a quantitative and a qualitative approach to studying these activities.
