We're excited to announce that Exit from International Organizations: Costly Negotiation for Institutional Change (Cambridge University Press, 2025) by Inken von Borzyskowski and Felicity Vabulas has been awarded our 2026 Hedley Bull Prize in International Relations.
This annual prize celebrates a book which makes a substantial and original contribution to theory and/or empirical studies in international relations. It is named in honour of Hedley Bull, one of the most influential figures in the field during the second half of the twentieth century.
The winning book (opens in a new tab) addresses a fundamental yet surprisingly understudied question in International Relations: why states leave international organisations. The authors show that exit is not simply a symptom of rising populism, anti-globalisation sentiment, or the rejection of multilateralism.
The book develops an innovative theoretical framework that integrates voluntary withdrawal and involuntary suspension within a common analytical perspective and a solid methodology.

Read the full laudation (PDF, opens in a new tab)'I am delighted that our book won the ECPR Hedley Bull Prize, named after an influential figure in the study of international relations – and a fellow Oxfordian. This recognition also speaks to the importance of better understanding contemporary politics around states leaving international institutions, and hopefully motivates others to leverage our theory and data to further investigate this phenomenon.’
Inken von Borzyskowski (opens in a new tab) is Professor of international relations at the University of Oxford, a member of the Department of Politics and International Relations, and a fellow at St Catherine’s College. Seaver Associate Professor of International Studies at Pepperdine University where she also serves as the Faculty Advisor for Model United Nations.
