Abstract

Exploring the challenges of Covid-19 for the European Union (EU) during March-August 2020, this panel reviews the EU’s responses in the field of economic governance, competition policy and the responses by the judiciary with key caselaw. A fourth contribution reflect on what these policy changes mean from a governance and institutional perspective arguing that politicization and discursive shift help to understand the EU’s responses during the first wave of the pandemic. The panel mostly shows a high degree of adaptability of the EU in various policy areas and even some paradigmatic shifts when it comes to the adoption of the recovery plan.
