When it comes to transitioning to sustainability and combating climate change, the question is no longer about whether we need to act, but rather about how we need to act. Climate change and sustainability transitions are now predominantly about governance choices. Governance actors face choices about how to take actions that are sufficiently ambitious, coherent, effective, and just, all in the context of a turbulent global governance system. In this panel, we explore the EU’s governance of the climate and sustainability transition by focusing on how governance has or has not changed during a context of broader turbulence. In particular, the papers assess the potential of different governance mechanisms and innovations – such as the European Green Deal – to focus attention and overcome broader challenges to climate and environmental governance in a context of turbulence. Together, the papers provide in-depth conceptual and empirical analysis of both turbulent governance and the emergence, development and implementation of environmental and climate governance innovations in the EU. They assess whether these governance innovations can be considered ‘new’ and can lead to better governance outcomes, or if they are a repackaging of old efforts in turbulent times.
