Abstract

Decision-makers rely on input from experts inside and outside government when formulating policy: bureaucratic experts, permanent advisory bodies, expert commissions, consultancies and think tanks. Yet, so far, we know little about the politics surrounding expert input in policy-making. To what extent and how are expertise providers controlled by the policy-makers soliciting advice? To what extent do expert bodies influence policy debates and decisions? And how do various political and strategic factors shape the dynamics of control and influence? The panel invites papers addressing these and related questions, drawing on different theoretical approaches and methods.
