Abstract

This panel invites contributions studying the consequences of differentiated integration (DI) for national policies. There is an implicit assumption that differentiation enhances the autonomy of governments to enact policies that meet domestic political and societal demands. However, we know relatively little about the actual policy outcomes within member states under different conditions and forms of DI. Key questions include: How do different forms of differentiation (and flexibility) influence the implementation and enforcement EU policies within and across member states? Does differentiated integration increase the responsiveness of national governments to public opinion? Does DI facilitate compliance with EU rules or complicates national implementation?
