Recent crises and security concerns affect EU decision-making and its external relations. In a response to these crises and concerns, the EU and its member states turn to sanctions. This happens in a context where EU foreign policy action becomes increasingly visible in public and a matter of contestation partly due to its security and societal externalities. The papers in this panel explore the context in which EU sanctions decisions are being made with a particular focus on their externalities and their public reaction.
