Technology and innovation may be both an objective and a challenge to regulation. On the one hand, regulation should be designed so as to encourage innovation and technological development. On the other, innovations also fosters new economic activities that escape existing regulation, while requiring the adaptation or expansion of existing regulatory frameworks.
