Abstract

Agenda setting is a crucial process in politics, as it determines which issues are brought to the forefront of public discourse and policy making. The EU is a complex multi-level system with various actors involved in agenda setting, including the European Commission, the European Parliament, and member states. At the same time, it also is itself an actor at e.g. at climate negotiations. The panel will feature presentations discussing the influence of different actors, interest groups, and EU institutions on the EU agenda, including under-researched European institutions such as the European Environment Agency and the European Trade Union Confederation (ETUC). The panellists will also examine the challenges and opportunities for progressive policy making in and outside the EU context through the potential for the EU to set a global agenda on issues such as climate change and environmental justice.
