In her political guidelines "A Union that strives for more" Commission President Ursula von der Leyen announced a list of six policy priorities. According to the principle of gender mainstreaming, the equality dimensions entailed in her vision for "A Union of Equality" should be a cross-cutting concern in all priorities and in all policies. This bears the question if this is actually the case and which oppositional factors are to be overcome. The papers presented in this panel address several of the policy priorities and investigate them with a gender+ lens. Looking at the realities of policy-making and policy implementation illustrates that it is difficult to breath life into the vision of "A Union of Equality". In relation to a number of policy sectors and key political challenges, equality concerns tend to fall behind.
