This panel explores the common theme of emotions and collaborative dynamics in diverse policy contexts as well as the evolving landscape of deliberative policy analysis in response to contemporary challenges. The session will feature four research papers that collectively illuminate the common theme of rethinking traditional approaches to policy analysis. The first paper addresses the critical juncture of deliberative policy analysis and proposes a grassroots renewal by examining the role of informal deliberative spaces and practitioners in empowering marginalized voices, drawing lessons from the 'Chiang Mai, Thailand City Lab.' The second paper investigates the negotiation and modification of pandemic management policies by street-level health workers in the Philippines during the COVID-19 crisis, highlighting the importance of informal deliberation with citizens. Lastly, the third paper underscores the significance of emotions in discourse coalitions and deliberative practices, emphasizing how emotions play a pivotal role in shaping policy debates and outcomes. Together, these papers offer a comprehensive exploration of reimagining deliberative policy analysis in the face of emerging complexities and uncertainties, providing valuable insights for scholars, practitioners, and policymakers.
