Abstract

The European Commission's Farm to Fork (F2F) Strategy, introduced as a landmark initiative, has set the stage for a paradigm shift in the realm of EU food policy. As the cornerstone of a comprehensive approach to address the multifaceted challenges facing the European food system, this strategy has sparked considerable interest and debate. This panel seeks to delve into the profound implications of the F2F Strategy, exploring its transformative potential and evaluating its impact on the governance of the EU food system. A first topic of interest revolves around the notion of a post-exceptionalist breakthrough resulting from the F2F Strategy. By scrutinizing the institutional changes and policy shifts catalyzed by the F2F, the panel aims to assess whether it has successfully challenged and moved beyond the traditional exceptionalist approaches in EU food governance. A second focal point of the panel centers on the degree of horizontal and vertical policy integration accompanying the F2F Strategy. To what extent has the F2F managed to foster cohesion across different policy domains horizontally and vertically within the EU's bureaucratic structure? Contributors are encouraged to employ diverse methodological approaches, ranging from policy analysis to case studies, to uncover the intricate connections and potential tensions between the F2F Strategy and existing policies. Whether rooted in economic, social, or environmental concerns, understanding these controversies is paramount for crafting effective solutions. Contributors are encouraged to propose innovative approaches and policy recommendations to navigate and mitigate the challenges posed by such controversies, fostering a more resilient and widely accepted EU food governance framework. The panel welcomes contributions from a diverse array of theoretical and methodological approaches, aiming to enrich the ongoing discussion on the Farm to Fork Strategy and its pivotal role in shaping the future of EU food systems governance.
