As the direct effects of climate change and environmental problems are primarily felt at the local level, many have called for climate change adaptation to be a local responsibility. Indeed, local authorities have a major influence on climate change adaptation. Nevertheless, their actions are strongly determined by the national fiscal, legal and policy frameworks in which they are embedded.
