Abstract

Digital innovations pose a powerful challenge to the analytical lens of policy design. For example, there is the problem of considering the impact of AI, machine learning, and big data in policy formulation processes on the design/choice of policy instrumentation. Furthermore, digitalization makes it necessary to consider whether and how the main actors (both policy makers and policy takers) are aware of the political (impact on consensus/legitimacy/democracy) and policy implications (in terms of outcomes) of the use of digital tools.
