This panel complements our knowledge on the re-scaling of migration governance by focussing on the local level, and by broadening our perspective on actors. The panel looks at both local governmental actors, such as municipalities, and non-governmental actors. The panel discusses the role of civil society organizations in policy-making and implementation at the sub-state and local levels. Furthermore, the panel explores the role of organized individuals in offering support to refugees and vulnerable migrants at the city level.
