Abstract

This panel brings together diverse perspectives to unpack the complexities of climate policy implementation, focusing on policy mix assessment, sequencing, and organizational capacity at the local level. First, the panel addresses the imperative of adopting a comprehensive policy mix to effectively decarbonize the energy system. Through a systematic literature review, the discussion conceptualizes policy mix analyses from different disciplines, shedding light on state-of-the-art ex-ante assessments and empirical applications. By exploring the effectiveness and dynamic interactions within policy mixes, the panel aims to identify research gaps critical to advancing the energy transition. Second, the panel examines the strategic sequencing of climate policies and its impact on public support and policy outcomes. Using a case study from Germany, the panel will explore the temporal dynamics and feedbacks between policy sequencing and public support for local climate policies. By spatially linking diverse datasets, including landscape structures, climate policy attitudes, and policy implementation records, the panel offers novel insights into successful strategies for implementing ambitious climate policies at the local level. Finally, the panel examines the role of organizational capacity in shaping climate policy at the local level. By examining different dimensions of organizational capacity and their influence on the implementation of climate policies in medium-sized European cities, the discussion uncovers underlying mechanisms and compensating factors that influence policy outcomes. Through a comparative case study analysis, the panel identifies entry points for cities to enhance their organizational capacity and accelerate progress towards climate neutrality goals. By synthesizing insights from policy mix evaluation, sequencing, and organizational capacity, this panel offers a holistic understanding of the challenges and opportunities of climate policy implementation. It provides actionable guidance for policymakers, researchers, and city stakeholders seeking to navigate the complexities of climate action and move toward a sustainable future.
