Digitalization of the public sector and its implications for public policy

Abstract

Digitalization has significantly impacted the formulation and implementation of public policies. With an increasing array of public services migrating to digital platforms, the potential for enhancing efficiency, transparency, and accessibility of public service delivery is increasing. However, digitalization also shapes the relationship between the state and its citizens. This panel critically examines the implications of public sector digitalization for public policy, focusing on pivotal dimensions such as citizen trust, participation, legitimacy, and democratic governance. The panel seeks to answer questions such as: How does digitalization affect citizen trust in the public sector? Understanding the extent to which citizens place trust in digitally-mediated government interactions is becoming crucial for understanding the success or failure of public policy implementation. How does digitalization increase or hinder the participation of citizens in the formulation and implementation of public policies? Exploring these aspects contributes to understanding the democratizing potential of digital platforms and their role in fostering a more participatory mode of governance. To what extent does digitalization place additional administrative burdens on citizens and how does it affect marginalized groups? Understanding the equity implications of digital public services is crucial for crafting policies that ensure inclusivity. How do public policies navigate the delicate balance between leveraging digital tools for governance and safeguarding individuals' privacy rights? Exploring this dimension sheds light on the ethical considerations and potential trade-offs associated with digitalization in the public sector.
