The development and deployment of AI systems are reshaping democratic theory and practice worldwide. As AI technologies transcend national borders, they raise fundamental questions about sovereignty and the distribution of power, both within and across states, as well as possibilities for augmenting democratic institutions with AI. This panel seeks to explore the relationship between AI and democracy across states, examining how the global nature of AI development and deployment intersects with concerns in international political theory. The discussion will consider the potential of AI to both enhance and undermine democratic processes, the role of international institutions in AI governance, and the tensions between global technological advancement and local democratic control. We invite papers in political theory and philosophy addressing questions such as: What does democracy demand of AI models that transcend borders, and how can those demands be realistically met? Does a concern for democracy tell in favor of some form of "national AI sovereignty," where each society develops and controls its own foundation models? How should democratic ideals inform the international governance of AI? What are the democratic credentials and limitations of international standard-setting organizations, such as the ISO? Can AI help bring us closer to ideals of global democracy or more resilient democratic institutions in fragile political contexts? The panel welcomes papers in normative political theory and philosophy exploring these and other aspects of the relationship between artificial intelligence and democracy beyond the state.
