Abstract

This panel will examine how governance and regulatory frameworks support or hinder high-integrity voluntary climate actions. It will cover interactions across international, EU, and subnational levels and consider the role of subnational governments in driving climate action where national commitments fall short. Discussion topics include aligning multi-level climate efforts, best practices for cross-sector collaboration, and governance models that empower non-state actors to lead in resilience, transparency, and accountability.
