Abstract

Successful fiscal management is a key part of managing local governments. How local governments are funded varies greatly between governance systems. Moreover, local governments within governance systems also vary significantly in their ability to generate revenues. Fiscal relationships may be explored from a multi-level approach, and how funds are distributed and redistributed between local governments. Such financial transfers may promote collaboration between local governments or prevent them. This panel addresses the fiscal health of local governments from various angles.
