Abstract

This panel focuses on policy making and reforms in a multi-level governance framework. It explores how local governments both challenge and work with national policies. Progressive policy making may drive change initiated at the local level and which may at times challenge the authority of national policy makers. However, fragmentation of power may create space for bottom-up driven social innovation, social change and overall improvement of the citizens well-being. Furthermore, civic society adds to the equation adding to the complexity of the implementation process of both local and national policies at the local level.
