Abstract

How are welfare states modernising in the face of structural and social change? Under what conditions are new social needs met? This panel examines some of the policy frontiers of welfare state modernisation: family policy, social assistance, healthcare, and labour market policy. Drawing on diverse country experiences and deploying a range of research methods, the papers in this panel share an interest in how social rights can be extended despite tight political constraints.
