Environmental challenges such as climate change, biodiversity loss, and resource depletion require governance solutions that operate across multiple levels, from local and national policymaking to international negotiations. The effectiveness of environmental governance depends not only on formal agreements but also on institutional dynamics, stakeholder interactions, and the ability to translate global commitments into meaningful regional and national action. While some actors, such as the European Union, have historically positioned themselves as leaders in climate governance, their influence is constantly evolving in response to shifting political landscapes, economic pressures, and new governance frameworks. Understanding the mechanisms of environmental governance across different scales is crucial for addressing global sustainability challenges in a coordinated and effective manner. This panel examines key issues in multilateral environmental negotiations, sustainability governance, and policy implementation across different governance levels. Papers in this session explore the role of side-events in shaping multilateral environmental negotiations, the governance of sustainable agricultural production in Argentina, and the comparative implementation of environmental policies through temporal configurational analysis. Additionally, studies presented analyse the EU’s declining leadership in global climate governance through a two-level game perspective and investigate how occupational risks influence environmental policy preferences and voting behavior across Europe. By integrating insights from international relations, political economy, and environmental policy analysis, this panel provides a nuanced understanding of the governance mechanisms shaping environmental decision-making at different levels. It seeks to foster discussion on how to enhance cooperation, navigate governance challenges, and ensure effective policy implementation in an increasingly complex and fragmented global environmental landscape.
