Abstract

This panel invites paper addressing the role of EU agencies in EU policy-making and implementation. EU agencies have diverse tasks ranging from gathering information to taking regulatory decisions and directly implementing EU rules. This panel covers both the establishment and mandating of EU agencies and their behaviour in the policy process. First, papers on the panel analyse the process leading to the establishment of EU agencies and the reforming of existing ones. What are the causes for long-term patterns of delegating implementation tasks to EU agencies? What are the consequences of ‘resource expansion without mandates’ among EU border and asylum agencies? And which attributes of EU agencies, such as a potential new AI regulatory agency, generate higher levels of trust among citizens? Second, papers on the panel analyse EU agencies’ actions. When do EU agencies informally cooperate with non-EU member states? How do EU information agencies align their work with the EU’s policy agenda? Together the panel offers an overview how EU agencies accumulate authority, navigate accountability and shape different stages of the policy process within and beyond the EU.
