Abstract

Social Europe has had a good run over the past decade, exemplified by developments such as the ‘socialization’ of the European Semester, the adoption of the European Pillar of Social Rights, the impetus to national social reforms and investments given by the Recovery and Resilience Facility, and the passage of landmark EU legislation on issues such as adequate minimum wages and platform work. Yet questions about the depth and durability of the EU’s social trajectory are raised by the emergence of new geopolitical priorities for the Union such as defence and competitiveness, along with a pronounced rightward shift in partisan political alignments at both national and EU levels. At the same time, significant changes in EU socio-economic governance are underway, from the recent reform of the fiscal framework to the proposed restructuring of the EU budget around National and Regional Partnership Plans negotiated between the Commission and Member States. This panel, organized in a roundtable format, will bring together scholars working on social investment, regional policy, and socio-economic governance to reflect on the dynamics of these developments and their implications for the future of Social Europe.
