It has been long established that multilateral institutions have offered the feminist movement a unique opportunity structure to build consensus for feminist principles. Political consensus developed at multilateral institutions, has galvanised domestic and international adoption and implementation of these norms. Whilst multilateral institutions are not immune from significant headwinds, the papers in this panel point to the enduring value of these opportunity structures as forums for debate and norm development. Several papers point to the challenges ahead for these institutions, both in terms of responding to emerging technology like AI, and others, in the growing gap in implementation and consensus.
