Abstract

In this panel, the contributions examine how state structures and bureaucratic practices intersect with gender‑based violence and gender (in)equality. The discussion addresses diverse political contexts, such as electoral arrangements, party dynamics, administrative inertia, and democratic backsliding, to reveal how reforms aimed at expanding representation can nevertheless generate new forms of gendered harm and undermine inclusive participation.
