Abstract

This panel investigates how legislators' interactions and political strategies shape legislative outcomes in the European Union. How do inter- and intra-institutional dynamics influence the design, negotiation, and implementation of EU legislation? The panel addresses themes such as compromise-building, politicization, and accountability within a multilevel governance system. It considers how institutional structures and actor preferences affect legislative efficiency and democratic legitimacy, and how complexity and conflict are managed across different stages of lawmaking. By examining these processes, the panel contributes to broader debates on the functioning and evolution of EU legislative politics and the mechanisms that enable—or hinder—effective policy-making.
