Abstract

This panel examines the internal dynamics of decision-making in the Council of the European Union, focusing on how national preferences, ideologies, and institutional arrangements shape legislative outcomes. The contributions explore government ideology and participation, coalition politics and delegation, regional groupings among member states, and patterns of deliberation behind closed doors. Together, the papers contribute to shed light on the bargaining processes of the Council and advance our understanding of how intergovernmental politics interact with supranational policymaking.
