How do regulators govern complex markets and public services when they must balance legal certainty with flexibility, central control with local discretion, and competition with cooperation? This panel looks at the what of regulation, focusing on the diverse targets of regulation and the economic and social sectors it shapes. In fast-moving areas such as AI and digital technologies, regulators face pressures to act quickly while balancing innovation with fundamental rights and public values. At the same time, sectors such as energy, infrastructure, healthcare, and public services also require stable governance arrangements capable of supporting long-term investment, coordination, and societal objectives. Bringing together perspectives from across different sectors to examine how regulatory governance evolves in response to uncertainty, changing policy goals, and shifting relationships between regulators and regulated actors. The papers highlight common challenges despite their sectoral diversity, revealing recurring dilemmas concerning discretion, coordination, accountability, and adaptation that cut across policy domains. By bridging regulatory subfields, the panel provides a comparative perspective on regulatory strategies, instruments, and outcomes, advancing broader debates on effectiveness, compliance, legitimacy, and societal acceptance in contemporary governance.
