Abstract

This panel addresses gender equality policies and related progresses, backlashes and struggles, focusing on both policy adoption and implementation. The panel discusses the mechanisms and factors affecting the adoption and implementation of policies and practices and that constrain or enable the integration of feminist ideas in different policy fields. Empirically, the papers address different national contexts and policy issues. The papers discuss factors that have contributed to gender-unequal taxation policies (joint taxation for married couples) in Switzerland; contentious objection to adoption as an informal barrier to abortion access and a significant factor affecting the implementation of abortion rights in Italy; the macro-, meso- and microlevel norms and practices affecting the implementation of gender budgeting in Belgium; adoption of Feminist Foreign Policy in Mexico and the production, negotiations and constraints of feminist knowledge in foreign policy institutions; and the bi-regional Pact on Care between the Latin American and Caribbean States (CELAC) and the European Union (EU). The papers shed light on various factors that shape and constrain policies and their implementation, ranging from citizens’ attitudes and cultural norms to political institutions, civil society and feminist actors within them, and clashes between feminist and dominant economic knowledge.
