Title: Saving Lives at Sea: Towards a Common European Approach to Search and Rescue in the Mediterranean

Abstract

ECPR Mediterranean Politics and Society Network is organizing a new online seminar with Professor Violeta Moreno-Lax (Hertie School & Queen Mary University of London & College of Europe) and Professor Sarah Wolff (Leiden University & College of Europe) for a discussion of their new policy report: “Saving Lives at Sea: Towards a Common European Approach to Search and Rescue in the Mediterranean.” The seminar comes at a particularly important moment for EU migration and border governance. The European Commission is preparing a revision of the Frontex regulation, with the aim of further strengthening the Agency’s role in European border management. Against this backdrop, the seminar will ask a fundamental question: what should the EU’s role in search and rescue at sea look like? The discussion will explore how a common European SAR framework could clarify responsibilities, strengthen cooperation among Member States and agencies, and ensure that saving lives and fundamental rights remain central to the governance of Europe’s maritime borders. The report, published by the Jacques Delors Centre, considers different options for a European SAR framework and argues for an approach grounded in international and EU law, solidarity and fair sharing of responsibility.
