Abstract

As the nature of warfare has shifted in the 'war or terror' through the involvement of non-state actors and technological developments, tensions have emerged within Western states how best to manage international and domestic legitimacy, as well as efficacy, in their responses.  The consequences for the balance between domestic democratic values and expectations, and the strategic challenges fluidity of contemporary conflicts have been particularly pronounced. The panel looks to examine these tensions through a variety of approaches.
