Abstract

Legislative speeches are an important instrument for parties and members of parliament (MPs) to signal their positions and priorities. There is a growing literature that focuses on speech-making or debates in legislatures in different democratic systems, but so far the literature has only to a limited extent dealt with issues such as the role of party rules and procedures for selecting or allowing various MPs to take the floor. In this panel, we bring together participants who analyze speech-making in single countries or using comparative data, focusing on the role of political parties in floor debates.
