Abstract

The panel seeks to explore the multiple elements that form the functional and functioning federal polity that is either developing or developed. In the panel we discuss the political competition among the federal units, the role of the constitutional court in resolving internal conflict in a federal polity; the function of fiscal federalism and the tensions inherent in this, the relationship between ideas of federalism and sovereignty in constituent states. We hope to adopt a broad approach to the question of the nature of federal polities - and the complex relationships between the elements of federalism therein.
