Abstract

Panel sponsored by the Canada-Europe Transatlantic Dialogue Advanced industrial democracies, including Canada and European democracies, face similar challenges in many policy arenas. The presence of absence of federal structure and the degree of centralization of government authority within non-federal systems play a role in determining options available for addressing these policy problems. This panel examines approaches taken in selected European countries, in Canada, and (in some cases) in other federal systems, in addressing four policy arenas - public finance, party financing regulations, decentralization in health care, and configurations of transparency mechanisms. The papers in the panel seek both to explain differing policy outcomes but also to explore examples of innovative policy response through the comparative approach.
