Abstract

In the context of the 21st century, scholars claim that the global environment is characterized by the complexity of regional instability, failed states, state corruption, irregular conflict, and global terrorism that requires an understanding of political ideology to mitigate and resolve interstate or intrastate conflict. This panel examines state legitimacy given experiences, perceptions and expectations of the state and local governance in conflict-affected situations as well as state capacity in building effective states that deliver services and social protection in conflict-affected situations
