Explaining Public Policy Change 1

Abstract

A discussion at this panel will concern some institutional and actor-centered approaches to public policy. Three main level of public policy-making will be demonstrated: national, subnational, and urban. To evaluate the impact of the new actor in the immigration policy in Austria the authors compare government discourses and policies before and after the institutional shift of 2011. The debate about social regulation by focusing on recent changes to law governing long-term care (LTC) homes (also known as nursing homes) in Ontario, Canada will be the second subject. Urban governance in earthquake-struck medium-sized Haitian cities is the third issue. The impact of the intervention of external entities on urban governance, the effectiveness of the population’s participation in urban planning projects and the extent to which the Haitian State can provide an adequate framework for sustainable urban governance will be discussed.
