Abstract

Terrorism and radicalization rank high on the political agenda of the European Union. The question, however, remains what exactly the role of the European Union could and should be when it comes to dealing with the multi-facetted phenomenon of foreign fighters. The papers in this panel will therefore examine how and why the issue foreign fighters became EU's top counterterrorism priority around mid-2013, when JHA Council stipulated 22 measures to address the problem in six priority areas. These measures will then be analyzed in order to identify both the opportunities and challenges of EU-level responses concerning both radicalization and de-radicalization. The papers will present several theoretical explanations for the key shortcomings of the EU counterterrorism policy when it comes to addressing (not only) the relatively new phenomenon of foreign fighters. Due attention will also be paid to the wider controversies falling under the wider security and/or/versus liberty debate.
