This panel looks at the impacts of changing knowledge policy on the European, national, organizational and individual levels. The papers examine how the opportunities, constraints and pressures which policymakers are exerting on the fields of research and higher education are shaping governance, organizational environments and the behavior and logics by which researchers act. Papers in the panel address the effects of welfare regimes, science policy, human resources and budgeting, as well as identifying and examining cleavages in who and how these policies create their effects.
