Abstract

Changes in global governance and in geopolitics offer a new contextual background to EU foreign policy, against which the EU has framed emerging strategies for engaging with the rest of the world. This panel explores the different challenges in foreign policy, the place of the European External Action Service, and the relations with old foes and new allies.
