Abstract

The EU-28 is a political community of states where the diversity and hierarchical set of relationships with the surrounding countries reflects the different and often contradictory views of the member states about how to engage with their near neighbours. This panel explores the complexity of these relations, the changing discourses and the challenges for foreign policy.
