Municipalities are electoral arenas in which branches of national political parties, independent local lists and individual candidates compete for positions in councils, boards and for mayoral positions. The competition in these arenas is sometimes regulated by the same rules used in the national arena, but sometimes very different rules are used from the ones used in national elections. Local electoral competition in small villages may be very different from competition in big cities. In this panel a set of papers will discuss the electoral dynamics of local elections, including differences in turnout.
