Abstract

Money makes the world go around, including the world of local policies. Municipalities have some freedom in both the collection of money through taxes and the spending of money for different policies. The power of municipalities to raise taxes and to spend money in accordance with the wishes of the council or the directly elected mayor, is a necessary condition for municipalities to be democratic entities. In this panel various aspects of local finance are discussed in a series of papers comparing municipalities within one European country.
