This panel addresses challenges for sub-national political and administrative levels. Federal, regional and local levels often deal with issues that are of substantial significance for citizens. A matter of importance is that local decision-making is situated within a complicated web consisting of for example other local political levels, national politics, organisations, markets, authorities, and in some cases other strong actors such as the military. This fact makes it interesting as well as empirically and theoretically important to explore how local decision-making is carried out in a particular context of organisations and actors. The papers in this panel each makes a contribution to the understanding of local politics and policy by investigating how three different issues are managed and coordinated on sub-national levels, using diverse and rich empirical studies to draw conclusions.
