The goal of this Panel is to further develop a common methodological approach to assess the implementation and impact of gender equality policy that applies to cases across different sectors of government action, in different time periods and at different levels of the policy in all western post industrial democracies. Here, the papers test a common analytical framework in policy implementation cases that span different levels of the political systems – supra national, national and subnational, different policy sectors – employment, intimate citizenship, violence and political representation in a similar systems design; all cases are located in France. Each Paper and the Panel as a whole will discuss if and how the analytical framework can be better adapted to fit the largest range of contexts within western post-industrial democracies. The analytical approach permits first a qualitative analysis of the level of gender transformation and empowerment in implementation/evaluation outputs and their results and impacts in specific cases of policy implementation and then, as data is collected on more cases, cross-nationally as well as cross-sectorally, a quantitative large ‘n’ analysis of if, how, to what extent and why post industrial democracies make effective gender equality policies.
