Abstract

What are the consequences of civil service management practices for the performance and integrity of public servants? This Panel seeks to shift the focus of attention from the politics of civil service reform and management to its consequences. The Panel invites contributions that examine the impact of recruitment practices, including the politicization of the civil service, promotion, performance evaluation, salary management, job protection and leadership practices on a range of outcomes that are relevant for public administration and public policy. The Panel has no specific geographical focus and is open to all methodological approaches to the study of the problem at hand.
