Abstract

In this panel, we examine how the emerging powers, China and Russia – the traditional opponents to the concept – view and apply the set of policies regarding intervention that ally with their otherwise diverse foreign policy preferences. The discussion of these policies is more important given that these are, in fact, strong responses from UN SC permanent members, as its member states shape and determine the extent and application of the concept for practical purposes overall.
