Abstract

This panel examines the challenges and opportunities of relying on the Institutional Analysis and Development framework (IAD) to study institutional adaptation – changing institutional arrangements so as to address newly emerging problems and/or achieve more desired outcomes. Manuscripts applying the IAD framework to studies of institutional adaptation in a variety of policy areas, from social policies to environmental policies are suitable for this panel. However, manuscripts addressing more than a single policy area and their interactions are particularly desired. For instance, policy scholars are increasingly recognizing that sustainable governance of water or energy or food systems is not possible without attending to the connections among them. However, each system has developed its own governing arrangements that often conflict with one another. The nexus approach is becoming increasingly popular among practitioners and scholars, as illustrated by the number of publications devoted to the topic in recent years. A number of frameworks have been used to study the water-food-energy nexus, but few of these consider the role of institutions in mediating behavioral and environmental outcomes. This is not a trivial omission, as one of the central questions for nexus scholars is to assess the social and ecological effects of alternative policies. How institutions are adapted to support coordination, collaboration and dampen conflict in the nexus among food, water, and energy promises to extend our theoretical understanding of institutional change as well as support the development of more effective public policies. In general, studies of institutional adaptation grounded in the IAD framework, are appropriate for the panel.
