On Policy Design and Policy Mixes in Theory and Practice

Abstract

Both students of policy design and policy makers have become increasingly aware of the importance of understanding policy mixes. For studies of policy instruments the key question is no longer “why do policy-makers utilize a certain instrument?" but rather “why is a particular combination of instruments utilized in a specific sector.” Attempting to answer this question has involved developing new ways of thinking about policy tools and optimal policy designs and many new initiatives involve developing policy designs which expand the range of policy instruments used in existing mixes and also experimenting with new instrument mixes in many sectors. The papers in this panel will address the conceptual issues associated with considerations of optimality in complex policy mixes and their design.
